His trident is enchanted, making Fizz able to deal a little bit more damage to people than he normally would if it was just an ordinary trident. However, the trident will not be able to pack that extra punch whilst in the library. He's practiced enough with his trident to be able to catch fish with it.
Chomper will not be coming along with him to The Library. However, if there's a book on League of Legends available, there's a chance Chomper might appear.

History/Personality:
Fizz was born in a centuries-old city deep within the ocean. Throughout his younger years, he was content with staying in the city. However, he eventually grew to be curious. He decided to start sneaking out in order to see what he could discover. He discovered that outside the city was a dangerous place and nearly got killed many times. He had also gotten caught many times by his fellow sea-dwellers and had gotten into a lot of trouble with them often.
Life went on for Fizz as he grew. he had still gotten into trouble, but he was beginning to grasp how to steer himself out of it. He grew better and faster and more agile and sneakier and more clever. About the only thing that never changed about him was his childishness and playfulness. He usually went around on his many excursions out of the city narrating his life, only that his narration painted himself as some godlike shark. This eventually developed into a form of overconfidence as Fiz got better at avoiding trouble.
Fizz still got better and better at avoiding danger. This wouldn't last forever because he returned from one of his excursions to find the entire underwater city empty. He didn't understand why it was empty and decided to go searching for someone, anyone. But with each passing second when he couldn't find anyone, he grew more and more scared and depressed and confused.
After many hours of searching, the curiosity for where his people were overcame his feelings of being sad and scared. He decided to set out to search for them, but not before taking an enchanted trident that was left in the city. Throughout the rest of the years up to his late teens, he digilintly searched for where his people were, never giving up. He got into less trouble than he would have if he was still a child.
He never found them. He still decided to search throughout the ocean world, determined to find them. One day, he arose to the surface of the ocean and saw buildings. More specifically, he had found the pirate port town of Bilgewater. He stared at it for a while before he was finally able to comprehend that there were people living on the surface of the water. With newfound glee, he swam toward it, unable to resist exploring it.
His first ten minutes proved to Bilgewater that he would become a constant annoyance. He had entered a bar and stolen some pirate's grog, inciting a bar brawl. He had decided to stay, seeing how much fun everyone was having. He barely gotten touched at all, playing and teasing every pirate that attempted to harm him.
Over the course of a few months, he basically got on the bad side of every single person in Bilgewater because of his curiosity and mischeviousness. Despite that, he grew to enjoy being in that city, When Bilgewater had enough, they attempted to capture Fizz to teach him a lesson. He avoided the citizens for a time before finally being cornered, his back to the ocean. Fizz briefly contemplated whether or not he should go back to his underwater hometown.
It was a hard decision for Fizz since he liked being in Bilgewater. Yet he reminded himself that he still has to find his people, and that he misses his underwater village. He eventually chose to abandon Bilgewater, but before he could act, a massive dragon-shark erupted from the water and had began attacking the port town. Fizz considered using this as a distraction to escape the disgruntled citizens of Bilgewater.
He decided against that and rushed into battle against the beast. He did exactly what he did when he started his first barroom brawl in Bilgewater: He played with and teased the dragon-shark, eventually figuring out it's weaknesses and using them against it. He had battled for nearky three hours before finally defeating the beast. Bilgewater saw and erupted into cheers, having someone save their town.
Fizz immediately went back to the beast and attempt to befriend it. The rest of Bilgewater was baffled at Fizz's behavior and they tried to kill the massive shark. Fizz had none of that and went on to protect the shark. earning the shark's favor while losing about half of Bilgewater's. However, before anything bad can happen to him, he managed to avoid danger yet again by showing Bilgewater that neither him nor the dragon-shark were against Bilgewater through a little exhibition of him and the newly dubbed Chomper, both of them doing incredible tricks in the water.
That laid to rest some of the animosity towards the both of them. A few days after that event, he was approached by Miss Fortune, a bounty hunter. She told him about everything The League of Legends had to offer. While Fizz didn't really care for the political parts of the explanation, he did seem intrigued by the newness of the idea, the opportunity to travel to many different places, and the fun of playing in their little battle games.
He went to The League because he decided to represent Bilgewater. He paused in the hallway to observe everything it had to offer. He even began to admire it before he decided to step through the door that said "The truest opponent lies within". When he entered through the door, he underwent a judgement which exposed him to the true reason why he wanted to join the league: To find out what happened to the people that disappeared in the underwater city he lived in.
He was accepted and soon after had his first match. He did an okay job, dying half the time and killing, evading, and having fun the other half. He was also surprised to see Chomper pop up in the middle of the match and eat people whole. He was surprised to see that the people he had accidentally killed were alive again. The whole match painted his perception on The League. He was joking when he called The League a game, but this proved to him that it WAS a game.
Months went on, and he became better at teamwork and the battles within The League. He learned about many people, from Ahri to Zilean, from Alistar to Nautilus. He had participated in many battles with over 90 different people in 5v5, 3v3, and team-based capture-the-point battles. He had decided to stay in Bilgewater for his time in The League. And he had went on to be the mischevious, curious trickster that he is.

First Person/Action brackets:
[Fizz's grinning face pops up on the bookmark.]
Hey everyone. It's Fizz again and I found someone else that's lost in the library,
[He takes the bookmark and moves it so it shows a Tonberry. It's slowly walking towards Fizz. He then directs the bookmark to show his face again.]
I told him everything about The Library, but he's really quiet and boring.
[The Tonberry can be seen slowly walking toward him.]
If any of you guys want to try, go ahead.
[He turns the bookmark toward the Tonberry again. Still walking slowly over to Fizz. He's completely unaware of the danger about to strike him.]
He just makes me want to fall asleep.
Third Person/Prose:
Fizz watched as the strange blue summoner flicked away from existance. He blinked a couple times and tilted his head, confused. Was this some sort of new arena for them? He looked around. He saw no nexus. He didn't see any of his allies. He didn't even see the shopkeeper. ...The Library must be some new arena on The Fields of Justice, Fizz figured. Some... really new arena, given how so much was missing.
He has already memorized the rules: Fight the other team, kill minions to get stronger, help your teammates, blah blah blah whatever. The Library sure wasn't a Dominion arena. Fizz was sure of that. Whatever the case, a match was on and Fizz needed to be ready. He grabbed his trident, twirling it around and making a few practice swings and stabs. After the short little warm up, he waited for the summoner's commands.
He waited. He waited some more. He waited further. Anytime now. He waited a little bit longer. Okay, what gives? Fizz became confused again, wondering if the summoner was paying attention. "Hello? Summoner? It's getting boring with you not doing anything." He waited for a response, but none came. He shrugged, deciding to test these new waters alone. After all, he enjoyed the thought of exploring a new League Arena.
